Contexte du mandat

Cliente mandate un chargé de programme senior pour piloter un programme de désuétude TI visant le décommissionnement de systèmes legacy identifiés, dont Workflow, SQL et BizTalk. Le programme implique la coordination de plusieurs chargés de projet, la gestion des dépendances intersystèmes et la reddition de comptes au comité directeur. Le chargé de programme est également responsable du pilotage consolidé du budget et de l'échéancier, et agit comme interlocuteur principal auprès de la VP TI pour la priorisation et l'influence du roadmap.

Responsabilités principales

• Piloter le programme de désuétude TI dans son ensemble, de la coordination des projets liés jusqu'à la reddition de comptes au comité directeur
• Coordonner plusieurs chargés de projet et assurer la cohérence des livrables inter-projets
• Gérer les dépendances intersystèmes et anticiper les impacts sur les équipes et les échéanciers
• Négocier et influencer le roadmap TI auprès de la VP TI et des parties prenantes de direction
• Assurer la gouvernance du programme : budget consolidé, échéancier, gestion des risques et des enjeux
• Produire les rapports d'avancement et tenir le comité directeur informé de l'état du programme

Profil recherché

• 15 ans et plus d'expérience en gestion de projet ou de programme TI
• Expérience en secteur assurance Québec, requise
• Expérience démontrée en programme de désuétude, décommissionnement de systèmes legacy ou rationalisation applicative
• Profil techno avec compréhension réelle des enjeux d'architecture, de livraison intersystème et des environnements legacy
• Capacité à challenger les équipes techniques sur les choix d'architecture et de livraison
• Maîtrise de la gestion de projet hybride combinant waterfall et SAFe
• Capacité à coordonner plusieurs chargés de projet simultanément
• Capacité à négocier et influencer à un niveau de direction (VP TI)
• Certification PMP, PgMP, Prince2 ou équivalent, requise
• Bilinguisme français-anglais opérationnel, requis

Context of the mandate

Key Responsibilities

• Lead the IT obsolescence program as a whole, from coordination of related projects to reporting to the steering committee
• Coordinate several project managers and ensure consistency of inter-project deliverables
• Manage inter-system dependencies and anticipate impacts on teams and schedules
• Negotiate and influence the IT roadmap with the VP IT and management stakeholders
• Ensure the governance of the program: consolidated budget, schedule, risk and issue management
• Produce progress reports and keep the steering committee informed of the status of the program

Must Haves:

• 15 years or more of experience in IT project or program management
• Experience in the Quebec insurance sector, required
• Demonstrated experience in obsolete programs, legacy system decommissioning, or application rationalization
• Techno profile with a real understanding of architecture, cross-system delivery and legacy environments
• Ability to challenge technical teams on architecture and delivery choices
• Mastery of hybrid project management combining waterfall and SAFe
• Ability to coordinate multiple project managers simultaneously
• Ability to negotiate and influence at a management level (VP IT)
• PMP, PgMP, Prince2 or equivalent certification required
• Operational French-English bilingualism, required

Preliminary reading of the desired profile

Client is looking for a program manager whose credibility is first and foremost technological. The "technologically enough" signal is central: the customer wants someone capable of challenging the technical teams, understanding the challenges of intersystem architecture and speaking the language of the delivery teams without intermediaries.
